Bird flu prevention zone extended to cover whole of England

A bird flu prevention zone has been declared across the whole of England, Chief Veterinary Officer Nigel Gibbens confirmed yesterday.

This means it is a legal requirement for all bird keepers to follow strict biosecurity measures. It comes as 13 dead wild birds were confirmed to have the virus in Warwickshire.

Last week 17 wild birds tested positive in Dorset and a total of 31 infected birds have now been identified at that site. Defra took swift action to put a local prevention zone in the area on Friday (12 January). However, as these latest results show the disease is not isolated to a single site the decision has been taken to extend the prevention zone across the country on a precautionary basis.

Testing of the birds found in Warwickshire is ongoing, however, it is highly expected that this will be the same H5N6 strain of the virus which has been circulating in wild birds across Europe in recent months. Public Health England have advised the risk to public health remains very low and the Food Standards Agency have said that bird flu does not pose a food safety risk for UK consumers.
Chief Veterinary Officer Nigel Gibbens said:
Following the latest finding of bird flu in wild birds in Warwickshire, we are extending our action to help prevent the virus spreading to poultry and other domestic birds.
Whether you keep just a few birds or thousands, you are now legally required to meet enhanced biosecurity requirements and this is in your interests to do, to protect your birds from this highly infectious virus.
Biosecurity measures
The prevention zone means bird keepers across the country must:
  • Ensure the areas where birds are kept are unattractive to wild birds, for example by netting ponds, and by removing wild bird food sources;
  • Feed and water your birds in enclosed areas to discourage wild birds;
  • Minimise movement in and out of bird enclosures;
  • Clean and disinfect footwear and keep areas where birds live clean and tidy;
  • Reduce any existing contamination by cleansing and disinfecting concrete areas, and fencing off wet or boggy areas.
Keepers with more than 500 birds will also be required to take some extra biosecurity measures including restricting access to non-essential people, changing clothing and footwear before entering bird enclosures and cleaning and disinfecting vehicles.
The prevention zone will be in place until further notice and will be kept under regular review as part of our work to monitor the threat of bird flu.

Poultry keepers and members of the public should report dead wild birds to the Defra helpline on 03459 33 55 77 and keepers should report suspicion of disease to APHA on 03000 200 301. Keepers should familiarise themselves with our avian flu advice.
There are no plans to carry out any culls or put movement restrictions in place.

The content would be to reassure that you are following the national and local advice. You could then copy and paste the advice from yesterday that includes the list of Category 1 and Category 2 locations and the list of Italian lock down villages. If you can you can go on to say nobody has returned from lock down areas anywhere in the world. Some have returned from areas where the advice is clear on being vigilant in case symptoms appear. If that were to be the case they will then follow the self isolate advice, etc. it would be sensible to recognise that the situation is very dynamic and could already be changing as you send your communication. You will update them on your position if anything material changes, but they can also keep up to date ...

Hello all, You may well have already heard or seen that as a result of the Government's meeting today on this issue they have moved to a different level of response to the virus and its progress namely DELAY. After reading the following and reflecting on it you may come to the conclusion a communication to all staff and another to parent/carers would be timely, as soon as possible, to try to stave off issues on site tomorrow morning. With immediate effect the advice is that anyone with a new persistent cough or high temperature should self-isolate for seven days. From Friday, school trips abroad will be banned. This should trigger the ability to claim from your insurers but there's no compensation for the disappointment and lost opportunity, of course. Older people and those with pre-existing health conditions are being told not to go on cruises. Hello all, Thanks for the feedback on the model risk assessment. We're improving on it and will reissue for next week. Any other comments most welcome. Helpfully a number of you commented on the return to work after an illness content of the cover email. We agree, without testing it won't be possible to know what the illness has been and it is perfectly possible that returners may need to self isolate again if symptoms occur again, just in case. Hopefully both testing of those with it and those who may have had it will accelerate to aid the confidence around returning to a form of normal. We heard yesterday that the Government hopes effort by all will see the worst behind us by the end of June. However, a later in the year return of the virus is in the planning. There is also work going on in terms of isolation fatigue. We don't seem to be doing well as a society in terms of not panic buying!
