DS Risk Warning: Extinction Rebellion Summer Uprising

Hello all,

Bristol is one of 5 cities where protest will take place next week. NB: On the basis of information available there will be substantial disruption.

It is said that action will commence at 10 am with a week long occupation of Bristol Bridge from Monday 15th July. However, it appears in the light of this the council will be formally closing it with the Police before hand.

College Green will be a target on Tuesday 16th and again on Friday 19th.

The Ministry of Defence in Stoke Gifford will be a potential target too.

Castle Park and College Green may become encampments

It should be noted that although there will be the above focus points there will also be other groups taking action elsewhere in the city over the week. These locations are not advertised.

There will be a youth focus on Tuesday and Friday at College Green. Students and Pupils may absent themselves to attend. The Police have pointed out that in doing so they then take personal responsibility for themselves along with their parents.

I am advised that unless there are life and limb issues, unacceptable behaviour or critical/major incidents, the Police will maintain order but do not intend removing protesters from the roads.

As we know, road disruption in the city centre then radiates back out on the main routes in to Bristol and can then impact the M4 and M5 and more very quickly.

Please be aware, therefore, that:

* There will be substantial disruption to those of you operating in and around the city centre from first thing on Monday 15th

* Main arterial routes will soon be impacted so public and private vehicle transport will be affected and inevitably then adjoining more minor routes, etc, as avoidance tactics are tried. Staff arrival times may be affected

* Off site visit planning to the city needs to be reviewed now and those contingency plans dusted off. Could you visit somewhere else if necessary?

* Meetings will be affected

* Calls to the emergency services may take longer/resources could take longer to reach their destination. Where will you shelter if you can't return to your building quickly?

Inevitably there will be other consequences too and we will need to be vigilant and as light on our feet as possible so we can respond as effectively as possible in the circumstances.

We'll keep a close eye on developments and update you as regularly as possible.

Bill

DS Risk Warning: UK raises terror threat level to ‘severe’ following Vienna attack

Home Secretary Priti Patel has confirmed the escalation of the UK terror threat level from "substantial" to "severe" following an attack in Vienna that left at least three dead. The change means that an attack on UK soil is now deemed "highly likely". The Joint Terrorism Analysis Centre has changed the UK terror threat level from substantial to severe. This is a precautionary measure and is not based on any specific threat. The potential is for UK based 'lone wolfs' to be emboldened to take action themselves which could take place anywhere in the UK. We are asked to continue to remain vigilant and report any suspicious activity to the police on 999 or the anti-terrorist hotline: 0800 789 321. If your information does not relate to an imminent threat, you can also contact MI5 . What the threat levels mean: Threat levels are designed to give a broad indication of the likelihood of a terrorist attack. LOW means an attack is highly unlikely MODERATE ...

Delegated Services Risk Warning: Weather; Wind - Storm Darragh

The Met Office have upgraded the warning for tomorrow as follows: Red weather warning issued  Strong and damaging winds across parts of Wales and southwest England  Saturday 0300 – 1100 Our advice changes in such circumstances to, do all you can today, but any checking approach during the day tomorrow should only be considered in extremis in the red zone and very carefully indeed risk assessed. Beware too the boundaries are changing of the zones, as more data comes in. Checks may need to wait until Sunday. NB: Many are postponing anything planned for tomorrow to allow safety at home in the red zone and extreme caution in the amber. This needs to apply to your sites. We aren't aware from our systems, at present, of any education visit/DofE activities, but obviously these need to be reconsidered. Met Office Chief Forecaster, Jason Kelly, said:  “The worst impacts from Storm Darragh will be felt as we go through the early hours of tomorrow morning and throughout Satur...
